I just had this chat session with OOL:
Initial question:I spoke on the phone recently with a OOL sales rep who said that OOL no longer caps users for uploading. I was not able to find any information regarding this. Can you point me to a document that identifies this change in policy ?

Tommy Y: Good afternoon, Russell! Thank you for contacting Cablevision Technical Support rated #1 by J.D. Power and Associates. How are you doing today? My name is Tommy and I will be assisting you today. I understand that you need assistance with Optimum Online, is that correct?
Russell: yes
Tommy Y: Thank you Russell, I am truly sorry that you are having this issue and I know how frustrating it can be, I will be more than happy to assist you from here.
Russell: I'm not experiencing the problem right now, I'm considering going back to OOL but will only do so If know the capping policy has ended.
Tommy Y: Russell that is correct, Optimum Online does not cap users for sustaining a upload for a long period of time.
Russell: bost only or all ool services ?
Tommy Y: Russell all of the Optimum Online services.
Russell: why can't I find anything about this online ?
Russell: the TOS still contains the language that implies arbitrary limits are possible.
Tommy Y: Russell we do not cap the upload speed anymore.
Russell: OK thanks.
Tommy Y: You're welcome.
Tommy Y: Is there anything else I can do for you today, to provide excellent service?
What is interesting to me is that nobody will point me to a document that indicates that the policy has changed. I also have to say that the 2nd response seemed to me more like a robot response "I am truly sorry..." because it came back so quickly and didn't seem to apply to my question. So either:
  • It is a canned response because most chatters open these sessions only where there exists a problem.
  • It was his automatic response to seeing the word CAP in a question.

Of course, even before the chat session opened OOL gave me a really obnoxious Eff You because when I tried to do it from Firefox on Linux I got this message:
Sorry, we don't support your operating system
We currently support Windows 95, 98, 2000, Me, NT 4.0, XP, Vista, and 7.
Removing the Session ID from the URLGives you a more generic version of the error page The Chat client appeared to run in java, ( which is un-called for, there are lots of decent JavaScript chat clients out there) but Java is PLATFORM INDEPENDENT why have OS limitations on it?

Well that's not totally their fault. It's the Subcontractor (gotoassisit) but It is still offensive.
