Google found me this Extract fonts from a pdf file using font forge Warning, it's a hideously ugly website.
steps:
  • install fontforge
  • run fontforge
  • on open font screen change pdf to "extract from pdf"
  • select encoding ->compact
  • Edit font info if required
  • file->generate fonts (use ttf font format)
